### Maryland

ACTIVE 

$87.00/GREC

Tier 1 GREC carve-out. PJM-GATS tracking. Systems after Jan 2023 qualify for dedicated GREC.

ACP ceiling $45/MWh

SB 508 (2024). Dominion & APCo procurement required. PJM-GATS tracked. Eligible from Aug 2022.

First state in the US (2012). Class I Thermal. NEPOOL-GIS tracking. Systems after Jan 2013.

## Emerging Programs

### Pennsylvania

PENDING — HB 501 

PRESS Act proposes Tier I elevation with $35 ACP. Passed House Environment Committee June 2025. Pending Senate.

### States Under Monitoring

-   DC DC RPS includes geothermal electricity; thermal carve-out not yet enacted 
-   Delaware Small state, follows PJM-GATS; monitoring MD/VA models 
-   New Jersey Active RPS with thermal interest; no active geothermal carve-out bill 
-   Illinois (PJM zone) PJM-territory IL systems may qualify as lower-class RECs
