Pennsylvania's PRESS Act (HB 501) proposes elevating geothermal heat pumps from Tier II to Tier I of the Alternative Energy Portfolio Standards (AEPS) framework, with a proposed ACP ceiling of $35 per MWh. HB 501 passed the House Environment Committee in June 2025 and awaits Senate action. If enacted, Pennsylvania geothermal system owners would earn Tier I credits — the highest-value AEPS credit class. Emergent Energy is building a PA enrollment pipeline so registered owners can enroll immediately upon enactment.

What PRESS Means for Geothermal Owners
Under PRESS, geothermal heat pumps would move from Tier II to Tier I — Pennsylvania's premium credit class, with a proposed ACP ceiling of $35/MWh. This is a significant upgrade in credit value relative to the current Tier II framework. Pennsylvania already recognizes geothermal energy under its AEPS; PRESS would formalize and elevate it.
Why Register Now
Emergent Energy is building a Pennsylvania GREC enrollment pipeline. Geothermal owners who register now will be among the first to enroll once PRESS is enacted — capturing the earliest possible vintage credits and the most remaining credit-generating years.
